COUNCILLORS AWAY TO FLY THE FLAG

Several Councillors are away during September for a variety of official reasons. Councillors Cockwell and Hansen are representing the Falklands at the 51st Commonwealth Parliamentary Association Conference and Small Countries Conference in
Councillor Roger Edwards left last week for an EU Partnership Working Party - the first meeting of this partnership working party set up to provide a forum for discussion between representatives of the Overseas Territories, Member States and relevant Directorates within the European Commission will be held in Brussels on 21st September. Up for discussion at the group meeting will be the current situation regarding Rules of Origin and proposals for the future.

The court case concerning the Esperanza, a Korean trawler arrested for irregularities with reporting catch and by-catch commenced on Monday morning. According to a report on FIRS by Stacy Bragger, Mr. Yeong pleaded guilty to all three charges. The report continues that Ros Cheek, prosecuting, says that on the 26th of August the Fisheries patrol vessel, SIGMA, noticed four vessels and assumed they were fishing. When the SIGMA approached the vessels their speed increased. When the Fisheries Officer boarded the Esperanza an investigation was carried out. The vessel was only authorised to catch Ray fish with a 10% by-catch allowed. The trawler was found to be far in excess of this limit. When questioned, the Master stated there must have been a mistake in calculations made up by his crew. The hold inspection discovered amongst the catch of Ray was approximately 7 tonnes of Loligo Squid, which hadn’t been declared in the catch report given to the Fisheries Department. The value of the by-catch was estimated to be roughly £27,000.00
Richard Marlor, for the Defence, said that the offences were committed inadvertently by an inexperienced crew and this was the first charge that had been brought against Mr. Yeong and Dong Yang Fisheries Company in both the Falklands and around the world. Mr. Marlor said that significant mistakes had been made and there had been no deliberate attempt to conceal the excessive by-catch. Mr. Marlor also stated that the Company had suffered losses of £90,000.00 due to the vessel being idle, adding that the maximum fine for all three charges should be reserved for the worst offenders who conceal deliberately.

Sr. Magistrate, Claire Faulds, noted that Mr Yeong and the Dong Yang Fisheries Company had given full co-operation and had pleaded guilty at the earliest possible time. A fine of £65,000.00 was given to the Dong Yang Fisheries Company, which included legal costs and the value of the by-catch. Mr. Yeong was fined £2,500.00 and also had to pay legal costs of £500.00. It was also stated that the vessel would not be discharged until all fines were paid.

On Sunday QE2 will pass the 36 years 4 months and 2 days' record of service of
QE2 was also the Cunard flagship for longer than any other - from 1969 until she handed over the role to Queen Mary 2 last year. However, QE2's history has not only been one of sedate cruises ecstatic welcomes and luxury living. In 1982, she was requisitioned by the Government for service in the Falklands Campaign - and so joined the ranks of the great Cunarders called upon to serve the country in times of conflict.
QE2 goes from great things to greater, and many sailings this year - her second season of European cruises - were completely sold out.

ANNOUNCEMENTS:
The Royal Falkland Islands Police would like to inform all vehicle owners in the following: If a person wishes to take their vehicle off the road when the vehicle licence has expired, they must inform the Licensing Bureau at the time the vehicle is taken off the road. This must now be confirmed in writing by completing the Vehicle Off Road Notification (VORN) and returning it to the Licensing Bureau. Failure to do this will mean that when the vehicle licence is renewed it will automatically be back dated to the expiry date of the previous vehicle licence. There is no requirement to inform the Licensing Bureau if the vehicle license is still valid. No vehicle covered by a VORN should be used, allowed to be used, or parked on any designated road or public place. Before the vehicle is used again, the Licensing Bureau should be informed and the vehicle license renewed. If anyone has any questions relating to the VORN, please contact Sgt. Early on Saturday morning there was a request for assistance at Hillside Camp to remove a civilian, who was acting in an intoxicated manner. The person was removed after being given a verbal warning. On Sunday afternoon, there was a report of a missing child. Shortly afterwards the child was located safe and well. On Sunday afternoon there was a report of a person laying down intoxicated on
DARTS NEWS:
Tooty Ford and Joan Middleton were both victorious on Saturday night in the Victory Bar Bonner’s Haulage Darts Tournament. The tournament, held in the FIDF Hall had a very good turn out with very exciting matches. In the Men’s Tournament, Tooty Ford beat Gary Hewitt in the final and for the Ladies, Joan Middleton won in the final against Kathy Jacobsen.
INDOOR FOOTBALL LEAGUE:
Last night saw a very hotly contested match in the Indoor Football League between Braggers Boys and Tyrrell’s Squirls and Nuts. Braggers Boys were eventually the winners 12 - 9. The game say two outstanding performances from both goal keepers, Jay Moffatt and Marcus Morrison playing outstandingly. Braggers Boys stay top of the league.
KIDS ZONE:
Stanley Kids Zone held an open day last Saturday at
AN: It’s been very good. We’ve had a steady flow of people since 1100 - lots of noise, lots of children. We got all the toys out so they had a good play. All the parents have had a look around all the rooms. And, as you can see, all the work we were talking about the last time you were here has been carried out.
AJ: Have you had any good feedback so far?
AN: I think so. I didn’t actually see that many around. I was running around doing other bits but I think people are certainly happy with the layout of the building and all the space that is available in different rooms and the idea that we’ve got in place will carry on over the next few months and longer. We have the prospectus and involvement pack for people to look through and pictures and catalogues of all the equipment and what’s coming. We are opening on Monday and we have children booked in for next week and hopefully more to come. And, if anyone else wants to come and visit and haven’t made it today are most welcome to come up at any time. The phone and e-mail are on.
AJ: Is all the work finished now?
AN: No. We probably be doing things in-house. We will probably be getting help from people and change the decoration. We are splitting the big room a little bit with a banister to make a separate baby’s playing area, so there will be jobs going on all the time.

COOKING DEMO:
There was a cooking demonstration held at k-4 by the Falklands Brasserie on Saturday morning. Stacy Bragger spoke to Alex Olmedo (AO) who told him more.
AO: Basically, we are introducing new cuts of meat to the community - a local product from the Falkland Islands Meat Company. They provided the Lamb we are using for this cooking demonstration. We just want to show people how to cook these new cuts and how easy it can be.. These products are now readily available in the shops or the market.
SB: What are your future plans for the Brasserie and the product you are using today?
AO: One of the things we are trying to do is attend international competitions in the

POLICE COMMITTEE MEETING:
The Police Committee met in Government House this morning. Present at the meeting was H. E. the Governor, Cllrs. Jan Cheek and Stephen Luxton, Chief Executive, Chris Simpkins, Melany Chilton, Andy Brownlee, Chief of Police, Dave Morris, Attorney General, David Lang and Una Wallace. In a paper put forward by the Chief of Police it was recommended that one of the conditions imposed to regulate the issue of all hand guns be change to reflect that all applicants must be members of an approved club or organisation. The Attorney General, David Lang, questioned this and asked if it was correct as there may be a need for hand guns to be used by farmers’ wives in Camp to destroy farm animals, adding that it wouldn’t suit people in camp being members of clubs. Cllr. Stephen Luxton agreed saying that his mother used to do just that. He added that he didn’t think there was a safety issue as people who have grown up here have a responsible attitude. It was decided that clarification was needed on this issue.
