PRESS RELEASE

 

 

The Falkland Islands Company Ltd advise New MOD Tristar and freight charges which are effective from 1st April 2004. Bookings made from 6th February 2004 departing on or after 1st April 2004 will be charged at these new rates, bookings already in the system will be charged at the old rates.

REPORT OF THE PLANNING & BUILDING COMMITTEE

HELD 5th FEBRUARY 2004

With twenty-one applications for review under the provisions of The Planning Ordinance this was to be a busier meeting than the previous month. Chaired as usual by the Hon Richard Cockwell, the meeting was attended by the Hon John Birmingham who replaced the Hon Norma Edwards who apologised for her absence but was away on other government business, Les Harris, Mike McLeod and, making his last appearance, Brian Summers. Also giving apologies was Paul Phillips. Four members of the public attended, including the writer, and two from the Historic Building Committee (Jane Cameron and Chris Harris) who were to participate in discussions on some of the applications.

 

Deferred at the last meeting for further information to be obtained was the trench excavation for landfill at Doctor’s Creek for Fox Bay Village. It was learned that some details had been supplied but that more was needed and the Committee, while welcoming the proposal, emphasised the importance of having full details. It was decided to delegate the decision to grant planning permission to the Environmental Planning Officer, Antony Lancaster, when he was fully satisfied.

 

There were four applications for renewal of temporary planning permission. The first, being to do with minerals, is to be referred to Executive Council for decision and was for the extension to the existing quarry at The Frying Pan at Fitzroy by Gordon Forbes Construction (Falklands) Limited. Renewals for limited periods were granted to Cable and Wireless for the siting of four containers at their complex on Gordon Lines, although noting only one had been positioned there, and to the Falkland Islands Meat Company who received retrospective permission to allow up to 80 tonnes of animal carcasses to be disposed of in landfill at the Sand Bay Abattoir. During discussion on this members also reviewed the new application included on the agenda submitted by the same applicant – the use of an existing landfill site for disposal of waste from animal carcasses in the event of a breakdown of the incinerator and resolved to grant consent with similar conditions for a period of one year.

 

In the case of Ian France’s application for the mast and small aerial array at 7 Snake Hill, it was said that there had been no complaints received of any interference generated and members therefore resolved to grant permanent consent.

 

New Applications

 

These began with the two members of the Historic Buildings Committee (HBC) joining in the discussion on the following: Government’s application to build two parking areas – at the Ross Road/Barrack Street junction and land north of the Fire Station, and that by PWD to replace the existing wall/fence with a new timber fence at Stanley House and Stanley Cottage on their Ross Road frontages. In the case of the first, letters of objection were before members from the HBC, the Chief Fire Officer (who, in declaring his interest, voiced serious concerns for the lives of his men if the scheme adjacent to his Headquarters as proposed was approved) and Gail and Vernon Steen.

 

It was decided after much discussion not to approve the smaller parking area at the Ross Road/Barrack Street junction but to defer consideration of the other area for negotiations to take place which it was hoped would allow separate "in" and "out" accesses and thereby reduce the traffic problems envisaged in the vicinity of the Fire Station.

 

Then discussed was the timber fence and it was agreed to approve that for Stanley Cottage, but what was proposed for Stanley House would be withdrawn from the application to allow further discussion – members were concerned at the loss of the brick wall and it was decided that the cost of re-building it be investigated, with the possibility of the HBC contributing to the funding.
