Having been part of the previous council I do believe that for a11 the problems over the past four years, the Fa1k1ands have made real progress. The East Stan1ey Development first phase is finished and the continuation of the next number of plots for housing is but one, example, but perhaps the most important area that is easy to forget is the high standard of the public services that we have, have been maintained. I am committed to keep that standard.
Strong Policing policies in the fishery, with sensible licensing and management of fish stocks have gone a long way towards helping pay for those services. That must continue.
On the political front it is apparent to me that after the 1999 agreement the average Argentine) politicians and even their media., have become less interested in these Islands since they have been able. to freely visit. Those that do come here take back stories that do us no harm at all.
While I would I would warn against becoming complacent; I really do have confidence that in the long run if we continue to have the support of the British Parliament tl1en we will achieve the objective. that is the eventual dropping of the Argentine claim.
The new council will have to decide on the proposed changes in the constitution. I am in favour of a sing1e constituency, 1 see no danger to the camp, the Falklands are one community , there should not and need not be any divide.
I am not at all convinced that there is a need for major changes in the committee structure as 1 think that, imperfect as it is. the system does work. I am not at all interested in having a leader of the council and would be very opposed to such a development. It is time for an independent speaker in the council chamber. The Governor should officia1ly open the Legislative Council and visit once a year to deliver the annual state of the Islands address" that should be the level of involvement By the Governor .
